The way Bulgaria is developing RES is a big mistake – we will see the consequences within 4 years.

Dr. Eng. Dimitar Beleliev, Chairman of the Board of the Bulgarian Association of Electrical and Electronics Engineers (BASEL), Executive Director of AmonRa Energy and speaker at the Energy of Tomorrow event, in “Clean Energy” 05.03.2025.

Business relies on predictability when it comes to making plans, but the Bulgarian regulatory framework for the energy sector is murky. One of the key issues is the liberalization of the market for household consumers. This is a pressing problem, since currently the price of over 30% of energy is determined in a non-market manner. If the state wants to implement social policies, it will be able to do so even amid liberalization, but in a different way, commented Dr. Eng. Dimitar Beleliev, Chairman of the Board of the Bulgarian Association of Electrical and Electronics Engineers (BASEL), Executive Director of AmonRa Energy and lecturer at the Energy of Tomorrow event, on the program “Clean Energy” hosted by Veronika Denizova.

In 2025, Energy of Tomorrow will offer much more content, more time for networking, more guest speakers and a richer program within the framework of a full-day business event. The focus topics in the third edition of the specialized event will be on the production and storage of green energy, energy efficiency opportunities, technological innovations and regulations in the sector, successful practices in creating energy for your own business needs.

One of the quick solutions to reduce the price of electricity is through production from renewable energy sources, supported by nuclear energy. Also, if the market is liberalized, then household consumers will adjust their habits and consumption to the price determined on a market basis. Currently, electricity prices in Europe seem high, but this is a consequence of the presentation of the Green Deal as economic. The guest explained that the Pact should have emphasized the EU’s energy independence.

There are many predictions that with greater investments in defense by EU member states, the costs of clean energy sources will decrease. However, the interlocutor is optimistic about the sector, since higher costs, regardless of which sector, lead to greater electricity consumption, therefore stimulating the energy sector. He expects new electricity producers to appear, which will help bring down the price.

“It would be right not to back down (from the Green Deal). Only renewables and nuclear energy can make Europe energy independent.”

Bulgaria has energy strategies, but political instability and frequent changes of government lead to the texts being ignored. Romania, on the other hand, is developing its renewable energy sector extremely rapidly, mainly with private investment.

“The renewable energy sector in Bulgaria is perhaps the most chaotic of all the markets that I observe. In our case, when we say renewable energy sector, it’s only photovoltaics. Apart from photovoltaics, we haven’t been developing anything else in Bulgaria for the last few years. The way it’s developing is an absolute mistake, and we will be accounting for this mistake in 3-4 years. Huge parks – not in places where they should be, almost no help for consumers and almost no planning where to put them.”

AmonRa Energy has also suffered from the lack of stability, forecasting only within six months. The guest explained that the company relies not only on the Bulgarian market, exporting a large part of its production to the Balkans and Europe. Currently, the most sought-after systems on the domestic market are those that provide the opportunity for both production for the network and its consumption for its own needs.

The interlocutor added that businesses are a larger part of AmonRa Energy’s client portfolio, as households receive a price controlled by the state, which makes installing photovoltaics unprofitable.
