The program to support households in building photovoltaic or solar installations is quite complicated, with many requirements and conditions . This was stated to the Bulgarian National Radio by Eng. Dimitar Beleliev, Chairman of the Board of the Bulgarian Association of Electrical Engineering and Electronics, Member of the Board of the Scientific and Technical Union of Power Engineers in Bulgaria, Chairman of the Control Board of KRIB.
He recalled that the program has been awaited for a long time by many people. However, he believes that the application processes need to be simplified .
“The shortest version is to look for a consultant to help them fill out the documents. They could also do it themselves, depending on how much time they are willing to spend on it. /…/ The program itself is quite complicated, with too many requirements and conditions . The biggest condition is for solid fuel, because it implies that one has to invest a lot of money. Those who are on solid fuel are not ready to invest money in advance. People have to pay for the installation, after which they will be reimbursed about 80% of the investment itself . They may also have to incur some additional costs, for example, to fix their roof or something else related to the installation itself,” commented Eng. Beleliev in an interview for the program “Before Everyone”. According to him , at least 20 thousand leva will be needed for such an installation.
According to the expert, there are people in Bulgaria who can do this work. An electrician with a secondary education could do this job, he believes.

A serious stumbling block could be seeking consent from the other owners in a block, suggested Eng. Dimitar Beleliev. According to him , this program is more aimed at people who live in individual properties . I do not believe that this will happen on a mass scale, he pointed out.
In his words There is a separate program for businesses. There, the funding is less – up to 50% .
Eng. Beleliev outlined as a big problem for both households and businesses that these systems do not allow the return of electrical energy to the grid, otherwise sanctions will follow. According to him, this is a very big mistake. One of the solutions is called net metering, he pointed out and explained:
“A basic system where you pay the difference between what you put back into the grid and what you use.”
However, according to him, things are being solved piecemeal.
” We are stupidly using a large part of Bulgarian lands and will use them for photovoltaics , instead of using them for agriculture or something else,” said Eng. Beleliev. According to him, in this way we are greatly self-destructing our nature .

According to him , the case with the Ogosta dam is different :
” With photovoltaics in water basins, the effect is more likely to be positive than negative. I assume that it is a matter of better communication. In municipalities, communication is sometimes very difficult. The practice worldwide is positive for such projects. If things are done well, I would welcome such an investment.”
The sooner we enter into such innovations, the better for us, believes Eng. Dimitar Beleliev.
